Under Patrick's chairmanship, the FCC voted to abolish the so-called "fairness doctrine" thereby establishing, for the first time, full First Amendment freedoms for the broadcast industry.Between 1981 and 1983, Mr. Patrick served as Associate Director of Presidential Personnel at the White House under President Reagan. Between 1976 and 1981, Mr. Patrick practiced law in Los Angeles.A native of California, Mr. Patrick received his A.B. degree Magna cum Laude from Occidental College in 1973, where he was elected to Phi Beta Kappa. He earned his J.D. degree from the University of California at Los Angeles in 1976.".
