Gutierrez.Prior to being the Ombudsman, he was appointed head of the Office of the Solicitor General of the Philippines, representing the Government of the Philippines, its agencies and instrumentalists and its officials and agents in any litigation, proceeding, investigation or matter requiring the services of a lawyer, replacing Justice Ricardo Galvez. Thereafter, Justice Alfredo Benipayo was appointed as his replacement.".
