He was an Assistant to U.S. attorney general from 1940 to 1941. Judge of the United States District Court for the District of Columbia, McGuire was nominated by President Franklin D. Roosevelt on July 14, 1941, to a seat vacated by Peyton Gordon. He was confirmed by the United States Senate on July 29, 1941, and received his commission on August 1, 1941. He served as chief judge from 1961-1966. He assumed senior status on October 7, 1966. McGuire served in that capacity until his death, in Washington, D.C.".
