He was the United States Attorney for the Eastern District of Louisiana from 1815 to 1821. Judge Dominic A. Hall died on December 19, 1820. On March 2, 1821, Dick was nominated by President James Monroe to fill the vacated seat on the United States District Court for the District of Louisiana. Dick was confirmed by the United States Senate on March 2, 1821, and received his commission the same day. On March 3, 1823, the District of Louisiana was subdivided, and Dick was reassigned by operation of law to the United States District Court for the Western District of Louisiana and the United States District Court for the Eastern District of Louisiana. He was remained the sole federal judge serving the state of Louisiana until his 1824 death, in New Orleans.".
