He was a Comptroller, City of Indianapolis, Indiana from 1936 to 1947. He was a judge on the Indiana Supreme Court from 1939 to 1945. He was in private practice in Indianapolis, Indiana from 1945 to 1949. Swaim was a federal judge on the United States Court of Appeals for the Seventh Circuit. Swaim received a recess appointment from President Harry S. Truman on October 21, 1949, to a new seat created by 63 Stat. 493; nominated on January 5, 1950. He was confirmed by the United States Senate on February 8, 1950, and received his commission on February 10, 1950. Swaim served in that capacity until his death.".
