Before becoming a judge, Phillips served as a member of the Georgia House of Representatives from 1959-62 and of the Georgia State Senate from 1963-64. He served in the United States Marine Corps during World War II and the Korean War and graduated from the Walter F. George School of Law of Mercer University in 1955.".
