He received an extensive private education and, after a European tour from 1829 to 1835, purchased land and became a pastoralist. In 1837 he married Catherine Irene Palmer; they would have five children, and Campbell also purchased the property owned by his father-in-law at Duntroon and Ginninderra. He went to England in 1854 and was called to the bar, subsequently serving as a barrister in New South Wales. His brothers John and Robert were both members of the New South Wales Parliament, as was his nephew William. Charles Campbell was appointed to the New South Wales Legislative Council in 1870, and served there until his death at Inverness in Scotland in 1888.".
