He attended the public schools, and graduated from the commercial branch of Transylvania College, Lexington, Kentucky, 1890. He was engaged in the livestock business, agricultural pursuits, and banking, and served as County clerk of Wise County, Texas from 1898 to 1902 and as a member of the State senate from 1920 to 1922.Williams was elected as a Democrat to the Sixty-seventh Congress to fill the vacancy caused by the death of United States Representative Lucian W. Parrish. He was reelected to the Sixty-eighth and to the four succeeding Congresses (May 22, 1922 – March 3, 1933). He served as chair of the Committee on Territories (Seventy-second Congress). In 1932, he was not a candidate for renomination to the Seventy-third Congress. In 1933, he was named manager of the Regional Agricultural Credit Corporation in San Angelo, Texas.He died on January 9, 1948, in San Angelo, Texas, and was interred in Decatur Cemetery in Decatur, Texas.".
