This treaty body interpreting legal obligations of State parties to ICESCR issued in 2002 a non-binding interpretation affirming that access to water was a condition for the enjoyment of the right to an adequate standard of living and inextricably related to the right to the highest attainable standard of health (see ICESCR Art.11 & 12) and therefore a human right:\"The human right to water entitles everyone to sufficient, safe, acceptable, physically accessible and affordable water for personal and domestic uses\", UN CESC - General Comment 15, para.2The human right to water places the main responsibilities upon governments to ensure that people can enjoy \"sufficient, safe, accessible and affordable water, without discrimination\".
