A feasibility study of the west to east rail line and its branches into HS2 will be published in March 2016. The city of Liverpool, which was omitted from the scheme, in February 2016 offered £2 billion towards funding a direct HS2 line into Liverpool's city centre.The project is being developed by High Speed Two (HS2) Ltd, a company limited by guarantee and established by the UK government. The Department for Transport estimated the cost to be £43 billion; a study by the Institute of Economic Affairs suggested a total cost of £80 billion.".
