The standard interpretation is that the accumulated energy injection associated with the acceleration of non-thermal electrons (which produce the hard X-rays via non-thermal bremsstrahlung) then leads to thermal (soft X-ray) emission. The effect is very common, but does not represent an exact relationship and is not observed in all solar flares.The simple physical interpretation of the Neupert Effect is just that the flare process involves heating and expansion of the dense lower solar atmosphere (the chromosphere) into the corona, where its low density means a long cooling time relative to the sudden non-thermal processes that caused the expansion.".
