It is a monarchical autocracy and is ranked as "Not Free" by Freedom House. Saudi Arabia has the fourth highest military expenditure in the world, and in 2010–14, SIPRI found that Saudi Arabia was the world's second largest arms importer. Saudi Arabia is considered a regional and middle power. In addition to the GCC, it is an active member of the Organisation of Islamic Cooperation and OPEC.Limitations on women's rights in Saudi Arabia make it the only country where women are not permitted to drive. The country is also criticised for its capital punishment, which is condemned internationally because of the wide range of crimes which can result in the death penalty. It is usually carried out by public beheading and sometimes crucifixion. It applies even to individuals who were under the age of 18 at the time of their alleged crimes, which is a violation of international law.".
