He was engaged in the lumber, brick, and ice business in Shamokin. Kulp was elected as a Republican to the Fifty-fourth and Fifty-fifth Congresses. He was an unsuccessful candidate for renomination in 1898. He was a delegate to the 1900 Republican National Convention. He died in Shamokin in 1911. Interment in the City Cemetery.".
