Gallagher received his B.A. from the University of California, Berkeley and his J.D. from the University of California, Los Angeles.On May 17, 2007 the Entertainment Software Association announced Gallagher, former assistant secretary of commerce for communications and chief telecommunications and policy advisor to the Bush administration, would replace founder Doug Lowenstein as president.".
