He was in private practice in Milwaukee, Wisconsin from 1905 to 1908. He was a Dean, Marquette University Law School from 1908 to 1913. Jenkins was a federal judge on the United States District Court for the Eastern District of Wisconsin. Jenkins was nominated by President Grover Cleveland on June 19, 1888, to a seat vacated by Charles E. Dyer. He was confirmed by the United States Senate on July 2, 1888, and received his commission the same day. Jenkins served in that capacity until March 23, 1893, due to appointment to another judicial position.Jenkins was a federal judge on the United States Court of Appeals for the Seventh Circuit. Jenkins was nominated by Grover Cleveland on March 20, 1893, to a seat vacated by Walter Quintin Gresham. He was confirmed by the United States Senate on March 23, 1893, and received his commission the same day. Jenkins served in that capacity until February 23, 1905, due to retirement.He died in Milwaukee, Wisconsin.".
