He was counsel to the borough president of the Bronx from 1948 until 1956. He was elected to Congress in a special election in 1956 to fill the vacancy caused by the resignation of Sidney A. Fine and served from February 7, 1956 until January 3, 1965. He was a delegate to the 1956 Democratic National Convention, 1960 Democratic National Convention and 1968 Democratic National Convention.Healey in retirement in Southampton, New York. He was buried at Sacred Hearts of Jesus & Mary Roman Catholic Cemetery in Southampton.Southampton.".
