He is the author of The Biographical Dictionary of British Quakers in Commerce and Industry 1775-1920, which includes entries for some 2,800 people. He received the 2009 Besterman/McColvin Award for this work and an Honorary degree from Lancaster University Educated at Ackworth School and the University of Reading, he was the Librarian and Archivist of Meeting for Sufferings of Britain Yearly Meeting, responsible for the Library at Friends House, London for 25 years from 1957 to 1985. He was succeeded by Malcolm J Thomas.On his retirement, he was presented with a Festschrift: A Quaker miscellany for Edward H. Milligan, edited by David Blamires, Jeremy Greenwood and Alex Kerr (1985). This includes: "A bibliography of the writings of Edward H Milligan to 1984" by David Hall and Malcolm Thomas.
