He was a chief deputy district attorney of Chester County, Pennsylvania from 1980 to 1984, and first assistant district attorney of that jurisdiction from 1984 to 1987. He was a judge on the Court of Common Pleas, 15th Judicial District, Chester County, Pennsylvania from 1987 to 1992. On November 5, 1991, Joyner was nominated by President George H. W. Bush to a new seat on the United States District Court for the Eastern District of Pennsylvania created by 104 Stat. 5089. He was confirmed by the United States Senate on April 8, 1992, and received his commission on April 13, 1992. He took senior status on May 1, 2013.".
