He was graduated from Saint Mary's College of California in 1912. He engaged as a civil engineer 1912-1917. During the First World War he served as a lieutenant in the Thirty-sixth and Three Hundred and Forty-sixth Field Artillery 1917-1919. He served as member of the staff, United States Veterans' Bureau from 1921 to 1925. He resumed activities as a civil engineer. He was also co-owner of a travel agency in San Francisco. He served as member of the California State assembly 1937-1941. He was executive secretary to the California Division of Fish and Game 1942-1944.Miller was elected as a Democrat to the Seventy-ninth and to the thirteen succeeding Congresses (January 3, 1945 – January 3, 1973). He served as chairman of the Committee on Science and Astronautics (Eighty-seventh through Ninety-second Congresses). He was an unsuccessful candidate for renomination in 1972 to the Ninety-third Congress, defeated in the Democratic primary by Pete Stark. He was a resident of Alameda, California, until his death there on December 29, 1982. He was interred in San Francisco National Cemetery, Presidio of San Francisco, San Francisco, California.".
