He was educated in the parochial schools and De La Salle Institute in Chicago, Illinois. He graduated from the law department of Georgetown University, Washington, D.C., in 1908. He was admitted to the bar the same year and commenced practice in Chicago. He was in private practice to 1939. He was a Chief assistant U.S. attorney of Chicago, Illinois from 1915 to 1917. He was a U.S. Representative from Illinois in 1935. He was a U.S. Attorney for the Northern District of Illinois from 1935 to 1939. Igoe was a federal judge to the United States District Court for the Northern District of Illinois. Igoe received a recess appointment from Franklin D. Roosevelt on November 21, 1938, to a new seat created by 52 Stat. 585; nominated on January 5, 1939; He was confirmed by the United States Senate on February 9, 1939, and received his commission on March 4, 1939. Igoe was a member of the Illinois House of Representatives from 1913-1930. He served as chief assistant in the United States attorney’s office in Chicago 1915-1917 and was a member of the board of South Park Commissioners 1924-1934. He was a delegate to the Democratic National Convention in 1928 and a member of the Democratic National Committee 1930-1932. He was elected as a Democrat to the Seventy-fourth Congress, serving from January 3, 1935, until his resignation effective June 2, 1935, having been appointed a United States attorney for the Northern District of Illinois on May 16, 1935. He served until his appointment as judge of the United States District Court for the Northern District of Illinois on March 4, 1939, in which capacity he served until 1965. He attained senior status on August 31, 1965. He died in Chicago on August 21, 1967 and was buried in All Saints Cemetery, Des Plaines, Illinois.".
