It was held from Monday, December 15, 1788 to Saturday, January 10, 1789. It was the first presidential election conducted in the United States of America under the new United States Constitution, which was completed on September 17, 1787 and dispatched to the states for ratification. It was also the only federal election ever to take place partially in a year that is not a multiple of four. In this election, George Washington was unanimously elected for the first of his two terms as president, and John Adams became the first vice president.Previously, the United States had no ceremonial head of state and no distinct executive branch of government. The President of the United States in Congress Assembled, and the cabinet he chaired, were part of the Congress, of which the President was the presiding officer. Under the first federal constitution, completed in 1777 and ratified in 1781, all executive and legislative power of the federal government was assigned to the Congress, and there was only a very rudimentary federal judiciary.George Washington had chaired the 1787 Constitutional Convention and was enormously popular from his leadership role in the War for Independence, so he was an easy first choice for the electors' ballots in both 1788/1789 and 1792. The only question for the electors was whom they should list as their second choice on the ballot. Under the system then in place, each state was to choose a number of electors equal to its representation in Congress. Each elector would have two votes: the candidate who received a majority of the votes would become president and the runner-up vice president. All 69 electors listed Washington as their first choice. Between the several states, eleven different people were listed as the second choice. The Twelfth Amendment, ratified in 1804, would change this procedure, requiring each elector to cast distinct votes for president and vice president.".
