Later Wangyal also contacted the Communist Party of China and the Communist Party of India.The Tibetan communists prepared guerrilla struggles against the ruling Kuomintang, whilst promoting democratic reforms inside Tibet.In 1949, the party merged into the Communist Party of China, at a time when the 1931 Constitution of the CPC gave non-Chinese territories nominally under suzerainty of the former Qing Empire, such as Tibet, the right to independence and secession.".
