It comprised the Philippine Islands, Guam and the Mariana Islands, the Caroline Islands (Palau and the Federated States of Micronesia), parts of Formosa (Taiwan) and the Moluccas (Indonesia). Cebu was the first seat of government, later transferred to Manila. From 1565 to 1821 these territories, together with the Spanish West Indies, were administered through the Viceroyalty of New Spain based in Mexico City.The King of Spain traditionally styled himself "King of the East and West Indies" (Rey de las Indias orientales y occidentales). Following the Spanish–American War in 1898, most of the islands were occupied by the United States while the vast majority of the remaining territories were sold to Germany during the German–Spanish Treaty of 1899. The few remaining islands were ceded to the United States in the Treaty of Washington in 1900.".
