The restrictions were slightly relaxed in 1974, but most restrictions remained until the decree of 1 February 1990.The abortion rate in Bulgaria, which was 21.3 abortions per 1000 women aged 15-44 in 2003, has been declining. As of 2010, it is 14.7 abortions per 1,000 women aged 15-44 years. The high abortion rate in Bulgaria has posed concerns for public health.".
