- Problem-oriented_policing abstract "Problem-oriented policing (POP), coined by University of Wisconsin–Madison professor Herman Goldstein, is a policing strategy that involves the identification and analysis of specific crime and disorder problems, in order to develop effective response strategies in conjunction with ongoing assessment. For centuries, crime has plagued across the world, resulting in the destruction of property, lives and communities. For years, police focused on the “means” of policing rather than its “ends”, according to Goldstein. Goldstein (1979) called for a paradigm shift in policing methods. This would replace the reactive, incident-driven “standard model of policing” approach. This new method would require police to be proactive in identifying underlying problems that could be targeted to reduce crime and disorder at their roots. He titled this approach “problem-oriented policing” (POP) and argued for police to deal with problems in the community, such as social and physical disorders. Goldstein’s view emphasized the need of criminal law, but also on civil statutes, municipal and community resources. Goldstein’s 1979 model was expanded by John E. Eck and William Spelman (1987), creating the SARA model for problem solving.This strategy places more emphasis on research and analysis as well as crime prevention and the engagement of public and private organizations in the reduction of community problems.".
