One of the closest and trusted advisors to Emperor Menelik II, he went on to become the founder and first governor of Dire Dawa (1902–1905), the second largest city in Ethiopia. Prior to that he was governor of the strategic and frontier town of Jaldessa (Gildessa) where he also held the position of chief of customs. He later played a key role in the construction of the first railway. His public career lasted over three decades from the time of Menelik II until the reign of Emperor Haile Selassie. He was one of the educated and most recognized Ethiopians of his time whose knowledge of the French language and European way of life earned him recognition both at home and abroad.
