Incorporated places are self-governing municipalities chartered as cities, towns, or villages by an Act of the Maryland General Assembly or, in some cases, by a referendum. Despite the designations of city, town, or village, there are no differences in municipal power and authority. There is no official classification of municipal governments and the municipalities are equal under Maryland law. The municipalities themselves decide whether to avail themselves of the specific powers conferred on them by the Maryland Constitution and state code.As of 1 January 2000, there are 157 municipalities in Maryland. All counties except Howard and Baltimore include at least one municipality. Other than the City of Baltimore which is not part of any county, these entities range in size from around 40 to 50,000 people with a median population of 1,300. Around 15% of the state's population lives in municipalities other than Baltimore. However, many of Maryland's most notable population centers (such as Bethesda, Ellicott City, Silver Spring, and Towson) are not incorporated. Many of these well-known urbanized areas can be located at the List of census-designated places in Maryland.Since its separation from Baltimore County in 1851, the City of Baltimore is more of a county than a city under state law.
