Costigan is best remembered as the Executive Secretary of the Washington Commonwealth Federation during the second half of the 1930s, during which time he was simultaneously a secret member of the Communist Party USA (CPUSA), and for having provided testimony in support of legislative committees investigating Communist activities.Costigan left the Communist Party in 1940, shortly after the conclusion of the Nazi-Soviet Pact. In 1948 Costigan provided testimony as a friendly witness to the Canwell Committee of the Washington State Legislature, charged with investigating Communist influence in the state.
