He was president of the Lunenburg Foundry Company Ltd. Kinley was a minister without portfolio in the province's Executive Council from 1923 to 1925. He served during World War I and was awarded the King Haakon VII Freedom Cross by King Haakon VII for distinguished service to Norway during World War II.
