The constituency was formed in 1988 and was barely held by the People's Action Party (PAP) for 3 years. During the 1991 General Elections, the ruling party ( PAP) lost the seat to the opposition Workers' Party Low Thia Khiang and has maintained the ward til the latest 2015 general elections. The seat of Hougang is currently held by Png Eng Huat as its Member of Parliament. The seat was one of two opposition seats of the Parliament of Singapore, until the 2011 General Elections (when the Workers' Party's Aljunied GRC team captured the ward of five seats, while the PAP won Potong Pasir from the opposition). Hougang SMC (1991-current) is currently the second longest held opposition ward in Singapore. In 1991 General Election, Workers Party Low Thia Khiang won the Hougang seat. He have served Hougang for 20 years until 2011's General Election, choosing instead to head a GRC team at Aljunied Group Representation Constituency. Low left his Hougang seat to his party member Yaw Shin Leong to contest which Yaw managed to retain it, defeating PAP candidate Desmond Choo, making Yaw the Member of Parliament for Hougang ( 2011-2012)On 15 February 2012, Yaw Shin Leong was expelled from the Workers' Party, leaving a vacant seat in Hougang SMC. A by-election was held, with Nomination Day on 16 May 2012 and Polling on 26 May 2012. The Workers Party choose Png Eng Huat as the candidate for Hougang. Png managed to retain the seat with 62.1% of the vote."@en }
