Born in Werden, Prussia, Timms emigrated to the United States in 1847 and settled in the town of Wheatland, Kenosha County, Wisconsin. Timme was a farmer. During the American Civil War, Timme served in the 1st Wisconsin Volunteer Infantry Regiment and lost an arm in the Battle of Chickamauga. Timme worked as an auditor in the United States Department of the Treasury in 1892 and 1893. Timme served as Wheatland Town Clerk and as Kenosha County clerk. He served as that state's thirteenth Secretary of State, serving four terms from January 2, 1882 to January 5, 1891. He was a Republican and served under governors Jeremiah McLain Rusk and William D. Hoard. From 1895 to 1899, Timme served in the Wisconsin State Senate. He resided in Kenosha, Wisconsin at the time of his election as secretary of state and as Wisconsin state senator.
