He held a variety of positions in the community throughout his life including city councillor for the Sinfin ward (1983–2002), Chair for the China Friendship Association, Labour Party candidate for Boulton in 2004 and a school governor from 1976 until his retirement in October 2006.Mullarkey narrowly escaped a German bombing during World War II. He was employed at Rolls-Royce plc for 35 years, in computing, training, and eventually as a community relations manager. He remained a devout Roman Catholic throughout his life, including when he was mayor.Mullarkey died on the morning of Saturday 10 February 2007, at Derby Royal Infirmary from emphysema. His funeral was held on 22 February 2007, at St George's Church in Normanton. It was attended by family, friends, Derbyshire politicians and members from the local press. Amongst the councillors past and present were Bob Laxton (Derby North MP), councillor John Ahern, former mayors Janet Till and Abdul Rehman, Derby City Council leader Chris Williamson, and deputy leader Dave Roberts."@en }
