While widely supported by the international community, its establishment was controversial. President Mahmoud Abbas suspended certain articles from the Basic Law in order to allow the cabinet to be sworn in without the approval of the Palestinian Legislative Council. This cabinet succeeded the short-lived 2007 National Unity Government. De facto, it only governed the West Bank, excluding East Jerusalem, whereas Gaza from that time was governed by Hamas. Former Prime Minister Ismail Haniyeh considered the government illegitimate and maintained de facto rule over the Gaza Strip, supported by the Palestinian Legislative Council, which is dominated by members of Hamas. Effectively, this was the Palestinian government of June 2007, albeit without a backing legislature. Only two members of the previous government, Salam Fayyad and Khouloud Daibes kept their portfolios under the new cabinet.The West Bank Government was replaced in 2009 by another interim government, headed once again by Salam Fayad, who has previously resigned.
