The match determined the fourth and final team to gain promotion from League Two to League One, and was contested by Bristol Rovers, who had finished sixth during the league season, and Shrewsbury Town, who had finished seventh.Shrewsbury opened the scoring through Stewart Drummond, but two goals from Richard Walker and one from Sammy Igoe gave Bristol Rovers a 3–1 victory. By winning the play-off final, Rovers returned to the third level of English football after an absence of six seasons. The teams reached the final by defeating Lincoln City and Milton Keynes Dons respectively in the two-legged semi-finals.
